“The powers that be will only listen to the voice of the people if these people come out to vote in very large numbers for the N-VA.” With those words, Party Chairman Bart De Wever unveiled Saturday the slogan that the N-VA will be using as it heads into local elections in October: “The power of change”. The daylong workshop in Leuven marked the final stop for ‘Traject 2012’ (‘Route 2012’), a series of training sessions and substantive seminars designed to supply local chapters of the N-VA with the tools they need to develop their local programme and their campaign strategy. In the Chamber, the N-VA party called on the Di Rupo government to close the gap of more than EUR 2.5 billion in the budget through true savings and structural reforms instead of yet more new taxes. After all, the current budget currently is made up of 80% new taxes. These are particularly damaging for the economy, resulting in a loss of jobs. N-VA’s budget specialist, Steven Vandeput, has set up a savings package of EUR 3.2 billion. This will release EUR 700 million that can be reinvested in economic growth and jobs. Indeed, in addition to making cuts, we must also continue to invest and grow. For these savings, the N-VA is looking primarily into a more efficient government system, restrictions on the unemployment benefits over time, removal of the interim allowances, slower growth in expenditures for health care and a smart reform of the index.

For the fifth year running the N-VA is awarding the ‘Ebony Spur’ to a deserving new Fleming. This year the honour falls to cardiologist Pedro Brugada. Brugada is a prime example of perfect integration, and an absolute authority among heart specialists. He is the discoverer of Brugada syndrome, a condition in which the electrical activity of the heart is impaired, leading to a heightened risk of sudden cardiac arrest. One of Brugada's hobbyhorses is the greying of the population and its effect on healthcare affordability. As a Catalan and a Fleming, Pedro Brugada is also familiar with the notions of nationality, identity and migration. In previous years the Ebony Spur has gone to athlete Svetlana Bolshakova, surgeon Nasser Nadjmi, boxer Sugar Jackson and Gilbert Nyatanyi.

At least 2.7 billion euros must be saved in the February budget control, not 850 million. N-VA is basing its calculations on the questions from Europe, the slowdown in growth and the errors in the budget. Europe said last week that the 2012 federal budget was incorrect. The 1.3 billion euro freeze is only accepted by Europe as a provisional solution, so it will have to be translated into specific measures during the budgetary control. Added to this is the slowdown in economic growth, for which measures are also needed. N-VA is convinced that the European Commission is right to be concerned. The federal budget has not been put together so as to keep the deficit under three percent, which is why the party is calling upon the government to introduce an adjusted budget as soon as possible that is based on realistic parameters. Above all, savings on spending are necessary, not extra taxes in other words.

The N-VA considers Minister Van Quickenborne’s pension reform to be a step in the right direction. The party does, however, regret that the reform is apparently not applicable to everyone, contrary to what the Minister has stated in the press. “If we want to safeguard our prosperity, we will all have to work longer. People understand this, on the condition that it is done fairly and that everyone takes part,” states the N-VA. The party will not initiate any delaying manoeuvres in Parliament, but it is demanding that the Minister carry out a decent Parliamentary debate on this reform. Right now, it seems as if certain components of the reform shouldn’t see the light of day.

N-VA-Chairman Bart De Wever considers the budget agreement concluded by the governmental negotiators to be particularly disastrous. Indeed, two-thirds of it is based on extra taxes, with only one-third of it based on actual savings. In other words, the negotiators have done the exact opposite of what Europe is requesting. The heavy burdens that companies will have to bear threaten to exacerbate the economic crisis even further, resulting in job losses. What’s more, the structural reforms - which are so essential - are few and far between, and are being passed on to the government that will follow this one. As a result, Di Rupo I will be a government with a Flemish minority that primarily implements new taxes, which will to a large extent be paid by the Flemish.

These governmental negotiations are never going to lead to a decent agreement. A budget distribution that mainly involves tax increases and hardly any structural savings is totally irresponsible and is in complete opposition to European recommendations. In view of the dire economic situation, the N-VA is therefore prepared to form a social-economic emergency government together with the Christian Democrats and the Liberals. This government must be formed in the very short term and its programme must include a reorganisation of governmental finances via the implementation of the EU’s recommendations. Meanwhile, in-depth work can be carried out in parallel on a thorough reform that will reinstate order in this country’s finances and institutions.

The N-VA hopes that the agreement reached at the European Summit will succeed in soothing the financial markets and will boldly tackle the crisis in the eurozone. This is crucial for the repair of our financial and economic system, and consequently for the welfare of our people. We call on all political parties in Belgium to implement the six European recommendations in full and as quickly as possible. Getting our ducks in a row here in Belgium is after all an urgent necessity if we are to boost our credibility within the EU. Every country in Europe has its hands full with the implementation of these recommendations in order to structurally anchor their welfare and social security. If Belgium does nothing, we will be throwing away our prosperity.

The Flemish Government has kept the Flemish finances on track in its budget for 2012: Flanders will also be able to submit a balanced budget in that year. The 2012 budget confirms that the savings operation concerning 2 billion, or 8 percent, of the Flemish budget that has been carried out during recent years was the right choice. Furthermore, the Flemish Government can already spend 230 million euros on introducing new policies. We are aiming at two critical pillars here: the Flemish economy and Flemish families. In order to support the economy, Flanders, as Europe has requested, is investing in research and development, infrastructure, education and employment. In order to support families, in addition to the kinderpremie (supplementary child benefit), Flanders is also making money available for welfare, childcare and the disabled. This is how the N-VA will help build a strong and social Flanders.

The Flemish parties CD&V and Open Vld have opted to continue negotiations based on Di Rupo’s policy document and to drop the N-VA. They are once again threatening to put aside the Flemish appeal for change. At best they will end up with a state reform that will make everything even more complicated than it already is, with unimaginable concessions in Brussels and the periphery and with an economic policy that flatly ignores all European recommendations. But it is still not too late. There is an alternative. Let us, the Flemish people, finally start pulling in the same direction. Let us in the short term go in search of majorities in the federal parliament so that European recommendations are indeed actually implemented: saving instead of imposing taxes, reforming instead of muddling along. And let us leave the path of ‘institutional plumbing’ together. A vast majority in Flanders is in favour of confederalism. Let’s use it. Both Flemings and French-speakers will benefit from it. Disagreement among Flemings is threatening to bring us to ruins, but if Flemings co-operate, we can still get out of the crisis. The N-VA is still holding out its hand.
